Questions

What's the difference between a proposal and an estimate?

An estimate is mainly the price. A proposal also explains the approach, timeline and why the client should hire you, and ends with a line to accept it.

How long should a staffing agency proposal be?

One to three pages is plenty for most staffing agency jobs. Lead with what the client gets, keep the scope specific, and put the price where it's easy to find.

Can the client accept it by signing?

Yes. The proposal ends with an acceptance line and date. A signed proposal can work as the agreement, or you can follow it with a full contract.
